GST invoice format for an FMCG distributor (super stockist / redistributor)

An FMCG distributor's GST invoice goes to hundreds of small retailers on fixed beats, so it must be quick to print yet complete. Beyond the basics, it should show MRP and the retailer margin, company scheme and display discounts deducted before tax, batch and manufacturing date for food and personal care, quantities in cases and pieces, the beat or salesman, and separate tax totals because personal care and packaged food now mostly sit at 5% while detergents and deodorants remain at 18%.

Extra fields a fmcg distributor invoice needs

MRP and retailer landing price
Retailers judge every FMCG bill by margin. Showing MRP beside the landing rate lets the shopkeeper check the company's promised margin and stops arguments that otherwise end in returned stock.
Scheme / claim reference
Company trade schemes are reimbursed to the distributor against claims. Printing the scheme code on each discounted line ties the retailer invoice to your claim on the company and survives the company's audit of your claims.
Batch and manufacturing date
Packaged food and personal care have short shelf lives and frequent recalls. A batch column lets you trace which shops got a recalled batch and lets you accept returns only of batches you actually supplied.
Beat and salesman
Distributors run day-wise beats with an order-taking salesman. The beat code on the invoice drives van loading, collection sheets and salesman incentive without a parallel register.
Cases, outers and pieces
A single SKU may be ordered as two cases plus six loose pieces. A unit column that handles case, outer and piece, with the conversion stated, avoids short-delivery complaints.
Retailer GSTIN or 'unregistered' flag
Many small outlets are unregistered. Flagging them clearly lets you file B2C and B2B sales correctly in GSTR-1 and avoid uploading a blank GSTIN as B2B.

GST rules that matter for a fmcg distributor

Personal care moved to 5%, but not all of it

The September 2025 rationalisation moved toothpaste, tooth powder, hair oil, shampoo, talcum powder and toilet soap bars into the 5% schedule, while other items in the same chapters stayed at 18%: deodorants and perfumes (3307 except shaving cream and lotion), liquid hand wash and body wash under 3401, hair colour and styling products (3305 other than hair oil and shampoo) and dishwash or floor cleaners under 3402. A distributor's item master must be set SKU by SKU, not chapter by chapter, because a brand's shampoo and its hair gel will now sit on the same invoice at different rates.

Passing on the rate cut and the MRP question

When rates fell from 22 September 2025, stock already lying with distributors carried old MRP stickers. The rate applicable is the one in force on the date of supply, so invoices dated after the change must charge the new rate even on old-MRP stock. Show the corrected landing price on the invoice and keep the company's revised price list on file; retailers and consumer complaints about cuts not being passed on will point straight at your invoices.

Company schemes: discount on invoice vs post-sale credit

Trade discounts printed on your retailer invoice reduce the taxable value. Display incentives or target-linked payouts paid to retailers later are different: they need a credit note only if agreed upfront and linked to specific invoices, or else they are settled as a separate financial payment without touching GST. On the company side, discounts given to you by the manufacturer through credit notes reduce your purchase credit, so match them each month.

Unregistered retailers and B2C reporting

Sales to unregistered outlets are B2C. Inter-state B2C invoices above the GSTR-1 threshold are reported invoice-wise; the rest go in the consolidated state-wise B2C table. Never invent or reuse a GSTIN to make a bill look like B2B; the retailer gains nothing and your return shows supplies to a taxpayer who never bought from you.

E-invoice once turnover crosses Rs 5 crore

A distributor whose aggregate turnover in any year since 2017-18 exceeded Rs 5 crore must generate an IRN and QR code for every B2B invoice. Van-sale billing must therefore either sync with the IRP before handover or switch the B2B outlets to pre-billed orders. B2C bills to unregistered shops do not need an IRN.

Common billing mistakes

  • Applying 5% to every item in chapter 33 or 34 because shampoo and soap fell, which under-taxes deodorants, hair colour and liquid hand wash that remain at 18%.
  • Billing post-September supplies at the old rate because the carton still shows the pre-revision MRP.
  • Printing a retailer's old GSTIN from a beat list that was never refreshed, so the credit lands with nobody.
  • Giving a scheme discount verbally at delivery and not on the invoice, which leaves you taxed on the full price and unable to claim it from the company.

FMCG distributor GST invoice: FAQ

Is shampoo 5% or 18% now?

Shampoo and hair oil are listed by name in the 5% schedule from 22 September 2025. Other hair preparations under heading 3305, such as hair colour, gels and conditioners sold separately, remain at 18%. Check the item description on the pack and set each SKU individually in your billing master.

Do I need to print batch numbers for FMCG goods?

GST law does not demand batch numbers, but food safety and legal metrology rules require traceability on the pack, and a batch column on your invoice is the practical way to manage recalls, near-expiry returns and company claims for damaged or expired stock.

Can I combine van sales into a daily summary invoice?

No. Each supply to a retailer needs its own tax invoice at the time of delivery. A daily consolidated invoice is allowed only for B2C supplies below Rs 200 where the buyer does not ask for an invoice; most retailers want one, so print per outlet.

How do I handle expired stock taken back from shops?

If you issue a credit note against the original sale, the retailer reverses its credit and you reduce your output tax, within the section 34 time limit. If you simply replace stock under a company policy without a credit note, record it as a replacement delivery under a delivery challan.
