Extra fields a home furnishing shop invoice needs

Per-piece or per-set value
The 2,500 rupee test applies to each piece or set as sold. Showing the price of each bedsheet set or curtain panel after discount explains why it carries 5% or 18% on the bill.
Set contents
A bedsheet set may include a sheet and two pillow covers, a curtain set two panels. Listing the contents confirms what the set includes and that the threshold was tested on the whole set.
Size and fabric
King or queen sizes, curtain drops in feet and fabric type such as cotton or polyester define the product. These details help the customer check the order and support exchanges.
Stitched or made-to-measure
Curtains are often stitched to window measurements. Recording measurements and stitching charges on the bill separates made-to-measure work from ready stock and explains the final value.
Filled or cover only
Cushion covers are textile made-ups, while filled cushions and pillows are bedding articles of 9404. Marking each line as cover only or filled explains its heading and rate.
Installation of fittings
Curtain rods, tracks and blinds are often installed at the customer's home. Noting fittings and installation charges keeps them separate from the textile lines. It clarifies the scope.

GST rules that matter for a home furnishing shop

The 2,500 rupee test for made-up textiles

Notification 9/2025-Central Tax (Rate) lists other made-up textile articles and sets of chapter 63, such as bed linen, table linen, toilet linen, curtains and furnishing articles, at 5% when the sale value does not exceed 2,500 rupees per piece and at 18% when it does. The test is applied to the piece or set as sold, so a bedsheet set of one sheet and two pillow covers priced at 1,499 rupees is at 5%, while a premium set at 3,999 rupees is at 18%. Discounts shown on the invoice at the time of sale reduce the value used for the test under section 15(3). Configure the billing software to choose the rate from the actual price.

Carpets, rugs and floor coverings at 5%

Chapter 57 covers carpets and other textile floor coverings, whether knotted, woven, tufted or of felt, and Notification 9/2025 lists headings 5701 to 5705 in the 5% schedule, along with coir mats and handloom durries. Unlike made-ups of chapter 63, carpets have no price threshold, so a hand-knotted carpet worth a lakh of rupees is taxed at 5%. Make sure rugs and dhurries are coded under chapter 57 and not under a chapter 63 code, where an expensive piece would wrongly attract 18%. Floor mats of plastic or rubber are not textile floor coverings and follow their own headings.

Cushions, pillows, quilts and mattresses

Heading 9404 covers mattresses, quilts, cushions, pillows and similar articles that are stuffed or fitted with filling, and Notification 9/2025 keeps them at 18%. It carves out cotton quilts and products wholly of quilted textile material within a value of 2,500 rupees per piece, and coir products other than coir mattresses, at 5%. A cushion cover sold empty is a chapter 63 made-up subject to the 2,500 rupee test, while the same cover sold with a filler is a filled cushion of 9404 at 18%. Bill covers and filled cushions as different items.

Stitching curtains and installation

Made-to-measure curtains are a large part of furnishing sales. When the shop sells fabric and stitches it into curtains for the customer for one price, the customer receives finished curtains, which are made-up articles of chapter 63 subject to the per-piece test on the final price. Curtain rods, tracks and blinds are separate goods with their own headings and rates, and installation at the customer's home is a service. If the customer supplies their own fabric for stitching, the shop supplies a stitching service only, which must be billed under its own SAC.

Common billing mistakes

  • Billing a premium bedsheet set above 2,500 rupees at 5% because most of the shop's linen sells below the threshold.
  • Coding expensive carpets and dhurries under chapter 63 at 18% when chapter 57 floor coverings are at 5% regardless of value.
  • Treating filled cushions and pillows like cushion covers and applying the 5% made-up rate instead of the 18% bedding rate.
  • Folding curtain rods, tracks and installation into the curtain fabric line instead of billing them separately with their own rates.

Home furnishing shop GST invoice: FAQ

What is the GST rate on bedsheets and curtains?

Bed linen, curtains and other made-up textiles of chapter 63 are taxed at 5% when the sale value is up to 2,500 rupees per piece or set, and at 18% above that, from 22 September 2025. The test uses the actual price after on-bill discounts.

Is GST on carpets linked to price?

No. Carpets and textile floor coverings of chapter 57, including rugs and handloom dhurries, are taxed at 5% regardless of value. The 2,500 rupee threshold applies to chapter 63 made-ups such as bed linen and curtains, not to carpets. Code rugs carefully.

What GST applies to pillows and cushions?

Filled pillows, cushions and mattresses of heading 9404 are taxed at 18%. Cotton quilts up to 2,500 rupees per piece and coir products other than coir mattresses are at 5%. Empty cushion covers are made-ups of chapter 63 and follow the per-piece test.

How should made-to-measure curtains be billed?

Bill the finished curtains as made-up articles of chapter 63 at the rate decided by the per-piece price. List rods, tracks, blinds and installation as separate lines with their own rates. If the customer supplies the fabric, bill only the stitching service.
