GST invoice format for a building materials supplier

A building materials supplier delivers mixed loads of cement, steel, sand, aggregate and blocks straight to construction sites, and those items no longer share one rate. The invoice must separate cement and TMT bars at 18% from natural sand and crushed stone at 5%, show weights in tonnes or brass as actually measured, record the site address as ship-to, carry vehicle and e-way bill details, and mention any loading, unloading or transport charge as part of the taxable value.

Extra fields a building materials supplier invoice needs

Ship-to site address
Material is delivered to the construction site, not the builder's office. A separate ship-to address decides place of supply and is the address the transporter and e-way bill must show.
Measurement unit as delivered
Cement is sold in 50 kg bags, steel by weighbridge tonne, sand and aggregate by brass or cubic metre. The unit must match the delivery slip, or quantity disputes become tax disputes.
Weighbridge slip number
TMT bars and bulk aggregate are billed on weighbridge weight. Quoting the slip number on the invoice backs up the tonnage charged and resolves short-weight claims.
Vehicle number and trips
Sand and aggregate move in many trips of a tipper. Recording the vehicle and number of trips links invoices with e-way bills and site gate entries.
Grade and specification
OPC 53 vs PPC, Fe 500D vs Fe 550, 20 mm vs 40 mm aggregate change the price and engineers check them. The grade belongs in the item description.
Freight and unloading line
Delivery and unloading charged together with the goods are part of a composite supply of the goods. Showing them as a line taxed with the principal goods avoids under-valuation.

GST rules that matter for a building materials supplier

Cement dropped to 18%; sand and stone sit at 5%

Cement under heading 2523 moved from 28% to 18% from 22 September 2025, which the GST Council called out specifically for the construction sector. Bars and rods of iron or non-alloy steel (7213 to 7215) remain at 18%, as do articles of cement or concrete such as blocks under 6810. Natural sands of all kinds (2505) and pebbles, gravel and broken or crushed stone (2517) are listed in the 5% schedule. One delivery to a site can therefore carry two slabs, and the invoice must split them line by line.

Transport charged with the goods follows the goods' rate

If you deliver to site and charge freight and unloading on the same invoice, it is a composite supply whose principal supply is the goods, and tax applies at the goods' rate. When a load mixes 5% sand and 18% cement, apportion the freight to each line or bill the freight with the principal item it relates to. A separate freight line at an arbitrary rate is the commonest audit issue in this trade.

Site delivery, place of supply and e-way bills

For goods, the place of supply is where movement terminates. A Maharashtra supplier delivering to a site across the border in Gujarat charges IGST even if the builder's billing address is in Mumbai. Every tipper or truck carrying material worth more than Rs 50,000 needs an e-way bill, with the site address as the delivery point. Short intra-city trips are not exempt merely because the distance is small; check the state's notified limit.

Builders, credit and the residential project scheme

Builders paying the concessional 1% or 5% rate on residential apartments without input tax credit must still buy at least 80% of inputs from registered suppliers, or pay tax under reverse charge on the shortfall. Cement bought from unregistered suppliers attracts reverse charge for them regardless. That makes your GSTIN and a correct tax invoice a selling point; always bill the builder's registered entity and project.

Common billing mistakes

  • Continuing to bill cement at 28% after 22 September 2025, or billing sand at 18% along with cement on a single blended rate.
  • Charging freight on a separate line at 18% while the load was 5% sand, instead of following the principal supply.
  • Using the builder's head-office state for place of supply when material was delivered to a site in another state.
  • Billing steel on theoretical weight while the site's gate register records the weighbridge weight.

Building materials supplier GST invoice: FAQ

What is the GST rate on cement after the 2025 change?

Cement under HSN 2523 is in the 18% schedule from 22 September 2025, reduced from 28%. Concrete blocks and other cement articles under 6810 are also at 18%.

Is sand taxed at 5%?

Yes. Natural sands of all kinds under heading 2505 appear in the 5% schedule, as do crushed stone and gravel under 2517. Manufactured sand is commonly sold under these headings; confirm the classification your quarry uses.

Can I bill by brass?

Yes, brass (100 cubic feet) is a common trade unit, but GSTR-1 needs a standard UQC, so record the quantity in cubic metres or another approved unit in your returns while printing brass on the bill if the buyer wants it.

Can a builder pay me in instalments against one invoice?

Yes. The invoice must still be issued at the time of delivery for the full value of the goods supplied, and GST is payable for that month regardless of when the builder pays. If you collect an advance before delivery for goods, GST is not payable on the advance, but you should issue a receipt voucher and adjust it in the final tax invoice.

Do I need a weighbridge slip for steel?

GST law does not require it, but billing on actual weight backed by a slip is the safest way to defend both the price and the e-way bill quantity.
