GST invoice format for a bus operator (bus hire and charter)

A bus operator's GST position depends on what kind of service is run. Non-AC stage carriage and many non-AC contract carriage services are exempt, while AC coaches, tourist charters and bus rentals with fuel included are taxed at 5% with credit only on same-line input services, or 18% with full credit. Invoices for staff transport, school trips or wedding charters must show the vehicle number, seating capacity, AC or non-AC status, route or duty period and kilometres, and state when reverse charge applies to a corporate client.

Extra fields a bus operator invoice needs

Bus registration number and seating capacity
Charter rates depend on a 26, 35 or 50 seater coach. The number and capacity on the bill let the client check that the contracted vehicle was supplied.
AC or non-AC
Whether the bus is air-conditioned decides the exemption for stage carriage. Printing it on every line is the simplest evidence for the tax treatment applied.
Permit type: stage, contract or tourist
Motor Vehicles Act permits define how the bus may be used. The permit type on the invoice supports whether the service is exempt or taxable.
Route or duty period
Staff transport contracts are billed per month per route; charters per day or per trip. The route or dates show what was supplied for the amount charged.
Kilometres run and extra km
Most bus hire includes a kilometre allowance. Opening and closing readings justify extra charges and help the client approve the bill.
Reverse charge statement for corporate hire
Renting a bus with operator to a body corporate can fall under reverse charge. Say so on the invoice when it applies so the company pays tax directly.

GST rules that matter for a bus operator

Which bus services are exempt

The services exemption notification exempts transport of passengers by stage carriage other than air-conditioned stage carriage, and by contract carriage other than motor cab for transport of passengers, excluding tourism, conducted tours, charter or hire. Notification 11/2017 refers to air-conditioned stage carriage and radio taxi in the 5% entry. So a non-AC route bus selling tickets is exempt, while an AC tourist coach on charter is taxable. Operators running both should keep separate invoice series and separate trip records for exempt and taxable services.

5% or 18% after September 2025

For passenger transport by motor vehicle and for renting of a motor vehicle designed to carry passengers where fuel is included, the 56th GST Council kept the 5% rate with credit of input services in the same line of business and replaced the 12% option with 18% with full credit. Bus operators who buy new coaches and want credit on the 18% GST paid on them, since buses under 8702 now carry 18%, may prefer the 18% option. Smaller operators who hire buses from others often stay at 5%.

Reverse charge when a company hires buses

Renting of a motor vehicle designed to carry passengers, with fuel included, supplied by a non-body-corporate operator to a body corporate, is under reverse charge where the operator charges 5%. A partnership or proprietor running staff buses for a private limited company issues a bill without tax and writes 'reverse charge applicable'. A company operator billing a company charges tax itself. Check your status and the client's before setting up the contract.

Bus tickets sold through apps

Bus tickets booked through electronic commerce operators can make the platform liable to pay tax under section 9(5), with exceptions for operators that are companies. An operator selling seats both at its own counter and through apps must not pay tax twice on app bookings. Reconcile the platform's statements with your own seat sales each month.

School and institutional transport

Transport of students, faculty and staff provided to an educational institution up to higher secondary is covered by a specific exemption for services to such institutions. A bus operator contracted by a school should check the exact wording and keep the contract on file, since transport for a college or coaching institute may not get the same exemption.

Common billing mistakes

  • Charging 5% on non-AC stage carriage tickets that are exempt.
  • Treating every contract carriage as exempt, including AC tourist charters that are taxable.
  • Collecting 5% from a company on staff bus hire when reverse charge applies to that company.
  • Billing bus hire without vehicle numbers and kilometre readings, which leads to monthly payment disputes.

Bus Operator GST invoice: FAQ

What is the GST rate on bus hire?

Renting a bus with operator where fuel cost is included is taxed at 5% with credit only on same-line input services, or 18% with full credit from 22 September 2025. Certain non-AC passenger transport services are exempt.

Is GST charged on non-AC bus tickets?

Transport of passengers by non-AC stage carriage is exempt. An operator selling such tickets does not charge GST on them, though it must still record them as exempt supplies.

Which SAC applies to bus charters?

Non-scheduled local bus and coach charter services fall under SAC 996413 and long-distance road passenger transport under 996422. Renting of buses with operator for a period falls under 996601, as per the explanatory notes.

Can a bus operator claim credit on a new bus?

Credit on a bus used for transport of passengers is generally available, but only if the operator charges the 18% rate. At 5%, credit is limited to input services in the same line of business, so the GST on a new bus cannot be used.
